Brief Biography

Mr. Goncalves is the Identity and Biometrics Management Officer, based at IOM Headquarters. As the former Director of IOM’s African Capacity Building Centre, Mr. Goncalves developed IOM’s border management training manuals:

• Passport Examination Procedures Manual (PEPM)

• Document Examination Laboratory for Immigration Environment (DELMIE) Manual.

He also coordinated the design and roll-out of the Face Verification and Passport Procedures Implementation (PEPM II), IOM’s new MRP and e-MRP application for verifying the integrity of machine-readable passports and matching identity through facial recognition.

Mr. Goncalves coordinated the development of IOM’s Legal Identity Strategy (LIS) focusing on the facilitation and security aspects of global mobility and is also responsible for the design of capacity development tools such as: IOM Legal Identity Toolkit, IOM Legal Identity for Key Category and IOM Legal Identity Roadshow.

Mr. Goncalves is also responsible for the development of the Free Movement Areas Manual, with a focus on the standardization of national identity cards for use as travel documents within the agreed free movement area as well as the ongoing development of IOM’s Institutional Manual on Biometrics.​
