​: Brief Biography​

Mr. Jacopo has been serving as Regional Expert on Migration and Border Governance for the Middle East and North Africa since May 2022. Prior to this position, he worked in IOM’s Libya mission, where he managed complex border management programmes including policy, technical support and cross-border cooperation. ​

Mr. Carbonari has worked with IOM since 2012. Prior to arriving in Libya, he worked in Côte d’Ivoire, Mali, Iraq and Egypt, where he contributed to training and development of standard operating procedures, construction and rehabilitation of border crossing points, on the basis of bilateral and multilateral cooperation and engagement with border communities. Mr. Carbonari has worked extensively to support government authorities in border management during crisis situations by applying a rights-based approach and by developing humanitarian border management programmes in West Africa, the Middle East and North Africa. ​

Prior to joining IOM and alongside his academic career, Mr. Carbonari taught Arabic in Yemen and worked with the European Union and the French Ministry of Foreign Affairs in the Middle East and North Africa region . ​


: Scientific and Professional Experience:​​

  • He holds a Master’s degree in European Affairs from the Paris Institute of Political Studies (Sciences Po Paris).

  • He holds a BA in Middle Eastern Studies from the Paris Institute of Political Studies (Sciences Po Paris). He is also fluent in Italian, English, French and Arabic.​
