​​​​​​​Arab Center for Technical Cooperation on Migration and Border Management (ACTC-MBM)

In the context of the constructive strategic partnership between Naif Arab University for Security Sciences (NAUSS) and the International Organization for Migration (IOM), the Supreme Council of NAUSS, chaired by His Royal Highness Prince Abdulaziz bin Saud bin Naif bin Abdulaziz, the Minister of Interior, convened its 48th session on 11/10/2022 (corresponding to 4/16/1444H). During this session, Resolution No. D 48/4/425 was issued to establish the Arab Center for Technical Cooperation on Migration and Border Management. This Center, established in collaboration with the IOM at NAUSS headquarters in Riyadh, marks another milestone in the ongoing partnership between the two organizations. This collaboration builds upon the joint efforts between the two parties, which have been implemented through various bilateral activities under the first and second memoranda of understanding signed in 2011 and 2019, which have encompassed 25 scientific and training activities. ​

                                                The Center aims to accomplish a range of objectives guided by its vision and mission, contributing to the enhancement of regional capacity in migration and border management, as well as protecting migrants and human rights.


​Vision​


The Arab Center for Technical Cooperation in Migration and Border Management has a forward-looking vision aimed at changing the stereotypical perception of migration, moving beyond considering migration and asylum as security threats, and instead viewing them as opportunities guided by best practices and international strategies.

Mission


The Arab Center for Technical Cooperation on Migration and Border Management aspires to fulfill its mission, which involves providing guidance and advice to Arab decision-makers in the field of migration and border management in a more efficient manner, both regionally and internationally. Additionally, the center aims to enhance awareness of migration issues and border security management, aligning with the best international practices.

Objectives

The Arab Center for Technical Cooperation on Migration and Border Management has a set of objectives, including but not limited to:

  • Migration and border management and achieving governance.
  • Documenting data and statistics related to migration.
  • Promoting regional cooperation in the field of migration and border management.
  • Proposing and evaluating strategies and policies related to influx and asylum.
  • Providing recommendations and assessment programs to identify the technical needs of Arab states.
  • Combating migrant smuggling and related crimes and preventing them.
  • Capacity building in the inspection of land, air, and sea border crossings.
  • Sharing best practices and enhancing capacities in the field of migration and border management.
  • Proposing strategies to enhance search and rescue operations for migrant victims of smuggling gangs.​
  • Capacity building in securing personal data of travelers and securing travel and identity documents.
  • Proposing strategies for the integration and inclusion of irregular migrants into a safe and organized legal status, based on a comprehensive, rights-based, and humanitarian approach.
  • Capacity building in the field of screening techniques and identification of unaccompanied or separated minors in the field of migration, influx, and asylum.
  • • Identifying techniques for detecting forged, counterfeit, or stolen official documents.​

Foundations The Center's endeavors revolve around providing technical, legal, and operational assistance, enhancing regional capabilities in the field of migration and border management, and protecting migrants and human rights. Additionally, it provides advisory services and strategic guidance to enhance the efficiency of international and regional human mobility and migration management, amidst the myriad challenges posed by migration and border issues, which encompass:​

  • The need to enhance scientific and technical collaboration in migration and border management.
  • Reinforcing regional capacities and collaboration in migration and border management.
  • Addressing the intricate global patterns of human mobility and the associated challenges in managing migration within Arab states.​​
  • The increasing need for tailored policy support in the field of migration and border management in the Arab region.
  • The growing demand from governments for technical advice on how to manage human mobility more efficiently.
