Director General of the Regional Expertise Center for Combating Drugs and Crime (REC-CDC)
In addition to her position as Director of the Center, Dr. Eman Ragab is a faculty member in the Department of Security Management at the College of Criminal Justice at NAUSS and serves as the Director of the Higher Diploma Program in Drug Control Strategies.
Dr. Ragab is an expert in security policies, public policies, strategic planning, and governance, with 20 years of experience in research, academia, policy-making and decision-making support, and executive leadership across various governmental institutions. Previously, she served as the Director-General of the General Department for Policy Research at the Secretariat of the National Security Council under the Presidency, becoming the first woman appointed to this role since the Secretariat's establishment by the President of Egypt.
She also headed the Security and Military Unit at the Al-Ahram Center for Political and Strategic Studies within the Information and Decision Support Center under the Egyptian Cabinet. Moreover, she acted as an associate expert at the Armed Forces Center for Strategic Studies.
Dr. Ragab has fulfilled numerous advisory positions, including serving as a scientific advisor to the Egyptian Dar Al-Ifta on terrorism and extremism matters and as a consultant for the Egyptian Ministry of Youth and Sports. She has provided extensive consultations to international investors in the information technology sector.
On the international stage, Dr. Ragab boasts vast experience collaborating with various regional and international organizations. She has been a resident research fellow at the NATO Defense College in Rome and a consulting expert on the governance committee of the African Union. Furthermore, she has undertaken consultancy assignments for multiple United Nations agencies.
Also, she holds the position of senior expert at the Near East South Asia Center for Strategic Studies within the National Defense University in Washington, D.C.
Dr. Ragab has extensive experience in university instruction and training, conducting sessions in both Arabic and English across various esteemed institutions. She serves as a visiting professor at the Faculty of Economics and Political Science at Cairo University, the American University in Cairo, and the National Defense College at the Egyptian Military Academy, formerly known as the Nasser Higher Military Academy. Moreover, she contributes as a trainer at the National Training Academy and the National Council for Women in Egypt.
She has overseen multiple projects backed by international donors, including the European Commission and NATO. Dr. Ragab is a sought-after speaker at numerous national, regional, and international conferences.
Her body of work comprises numerous studies and research, published in regional and international scientific peer-reviewed journals in both Arabic and English. Her research spans various fields, including national security, regional security, counter-terrorism, crisis management, international relations, transnational organized crime networks, security sector reform, prison development, sustainable development, and women's role in security and peace.
Acknowledged for her scholarly contributions, Dr. Ragab has been listed among the "Top Ten Most Influential Authors in Political Science in the Arab World" for the years 2021, 2022, and 2023 by the ARCIF (Arabic Citation Index Factor) (https://shorturl.at/qsPRW), a database compiled by knowledge database in partnership with Arab and international institutions such as the UNESCO Regional Office for the Arab States, the United Nations Economic and Social Commission for Western Asia, the Bibliotheca Alexandrina, and the Special Libraries Association - Arabian Gulf Chapter.
Dr. Ragab holds two Ph.D. degrees: one in International Relations and Security Studies from the Faculty of Economics and Political Science at Cairo University, focusing on transnational violent non-state actors, and the second from the Egyptian Military Academy in Security Crisis Management utilizing information technology. Dr. Ragab obtained her Bachelor's degree in Political Science from the Faculty of Economics and Political Science at Cairo University, and a Master's degree from the same faculty. She completed her fellowship in National Security and Strategic Studies (Class 46) at the National Defense College at the Egyptian Military Academy, where she was recognized for her outstanding performance by the Egyptian Minister of Defense and Military Production. Dr. Ragab has successfully completed several executive and leadership training programs. She is an alumna of the Executive Presidential Leadership Program (EPLP) and has undertaken various advanced executive training courses offered by esteemed institutions such as the Administrative Control Authority in Egypt, the Geneva Centre for Security Policy (GCSP), the National School of Administration (L'École nationale d'administration (ENA)) in France, the National Human Resources Development Institute (NHI) in South Korea, and the Near East South Asia (NESA) Center for Strategic Studies at the National Defense University in Washington, D.C.
