Foundation​

The idea of establishing the Council came during the first conference of Arab Interior Ministers, which was held in Cairo in 1977 AD, and it was decided to establish it at the third confe​rence, which was held in Taif in 1980 AD. The Extraordinary Conference of Arab Interior Ministers, held in Riyadh in 1982, ratified the Council’s statute, which was presented to the Council of the League of Arab States in September 1982 and approved.​


​The Council of Arab Interior Ministers is held in March of each year, the first of which was held in Casablanca in the Kingdom of Morocco in December 1982. The Honorary Chairman of the Council of Arab Interior Ministers is His Royal Highness Prince Abdulaziz bin Saud bin Naif bin Abdulaziz Al Saud. The Council has a general secretariat headquartered in the Tunisian capital, headed by a full-time Secretary-General who is chosen from the nominations of the member states, is appointed for a three-year renewable term, and is assisted by an assistant secretary-general who is nominated alternately by the member states.​


The General Secretariat of the Council of Arab Interior Ministers is the technical and administrative body of the Council, and within its scope, there are five specialized Arab offices, which are supervised by the Secretary-General. Each office is headed by a director who is responsible for managing its work. The Council chooses office directors from among the nominees of the member states. They are appointed for three years, renewable once.


 

The relationship between the Council and the University

Naif Arab University for Security Sciences is the scientific body attached to the Council of Arab Interior Ministers. Since its establishment, the university has worked to achieve the Council’s strategy in many security issues, research in the field of studies, scientific field research on crime prevention, police sciences, and introducing the provisions of the legislation. Islamic criminal law, improving the level of training in the areas of crime prevention and control at the Arab level, preparing trainers, and developing links with scientific, social, and police institutions at the Arab level.

 

Objectives and terms of reference

The Council aims to develop and strengthen cooperation and coordinate efforts between Arab countries in the field of internal security and combating crime and exercises the powers that enable it to achieve its goals, including

  • Study and approve the agenda of the Council’s session, discuss and approve the annual report prepared by the General Secretariat on the Council’s activities during the session, and those related to the implementation of its decisions, and the annual report presented by His Excellency the President of Naif Arab University for Security Sciences, Vice President of the University’s Supreme Council, on the University’s work.
  • Establishing the necessary bodies and agencies to implement its objectives, and forming special committees from the experts and advisors it deems useful, to submit suggestions and recommendations on the topics assigned to study them, and to approve the proposals and recommendations issued by them and by the various joint bodies working in the security and correctional fields.
  • Approval of the Council’s annual work programs, submitted by the General Secretariat, and its proposed budget.
  • Approving and amending the Council’s bylaws, and its administrative and financial systems, by the administrative and financial systems in force in the League of Arab States.
  • Supporting Arab security services with limited capabilities.
  • Determining means of cooperation with international bodies concerned with its jurisdiction.
  • Drawing a general policy that would develop joint Arab action in the field of internal security, and approving joint Arab security plans to implement this policy.
