Establishment​​

The idea of establishing the Council arose during the inaugural conference of the Arab Interior Ministers held in Cairo in 1977. It was formally decided to establish the Council during the third conference convened in Taif in 1980. Subsequently, the extraordinary conference of the Arab Interior Ministers convened in Riyadh in 1982 ratified the Council's statute, which was then presented to the Council of the Arab League in September 1982 and duly adopted.​ ​


​ The AIMC convenes annually in March, with its inaugural session held in Casablanca, Morocco, in December 1982. His Royal Highness Prince Abdulaziz bin Saud bin Naif bin Abdulaziz Al Saud serves as the Honorary President of the AIMC. The AIMC's General Secretariat, headquartered in Tunis, is headed by a full-time Secretary-General chosen from among the member states' candidates, appointed for a renewable term of three years. Assisting the Secretary-General is an Assistant Secretary-General selected on a rotational basis from the member states.


The General Secretariat functions as the technical and administrative body of the AIMC, comprising five specialized Arab offices. Each office is overseen by a director appointed by the AIMC from among the member states' candidates for a renewable term of three years, extendable once. The Secretary-General provides oversight for these offices, ensuring their efficient operation.


 

The Relationship Between the Council and the University

NAUSS serves as the scientific body affiliated with the AIMC. Since its establishment, NAUSS has been dedicated to advancing the AIMC's strategic objectives across a spectrum of security concerns. This includes conducting research studies, engaging in field scientific research pertaining to crime prevention and police sciences, raising awareness of Islamic criminal legislation, elevating training standards in crime prevention and countermeasures at the Arab level, training trainers, and nurturing collaborations with scientific, social, and law enforcement institutions across the Arab region.

Objectives and Functions

The AIMC aims to enhance cooperation and coordinate efforts among Arab countries in the realms of internal security and crime prevention, exercising the competencies necessary to achieve its objectives, which include:

  • Reviewing and approving AIMC's session agendas, deliberating on and endorsing the annual report compiled by the General Secretariat detailing AIMC's activities during the session, including decision implementations, as well as the annual report presented by the President of NAUSS, who serves as the Vice-Chairman of NAUSS Supreme Council, regarding NAUSS work.
  • Establishing requisite bodies and entities to meet its objectives, forming specialized committees comprising experts and advisors to provide suggestions and recommendations on assigned topics, and approving the proposals and recommendations issued by these bodies and other collaborative entities operating in security and reform domains.
  • Adopting the annual work programs presented by the General Secretariat and the proposed budgets for these programs.
  • Adopting and amending AIMC's statute, administrative regulations, and financial regulations in accordance with the prevailing administrative and financial regulations of the Arab League.
  • Providing support to Arab security agencies with limited capabilities.
  • Determining modalities of cooperation with international organizations relevant to its mandate.
  • Developing overarching policies to foster joint Arab action in internal security and endorsing joint Arab security plans to implement these policies.
