Head of UNODC Interregional Expertise Center on Drug Control, Crime Prevention and Criminal Justice

On January 1, 2024, Mr. Younes assumed the role of Head of the Interregional Expertise Center on Drug Control, Crime Prevention and Criminal Justice at the United Nations Office on Drugs and Crime (UNODC).
 
Previously, he served as a legal officer at the Counter-Terrorism Committee Executive Directorate (CTED) of the Security Council - Counter-Terrorism Committee (CTC) in New York from 2022 to 2023, overseeing Northeast Asia, the Pacific, and Canada.
 
Between 2014 and 2021, Mr. Younes held positions at UNODC, first as the Terrorism Prevention and Criminal Justice Officer in Vienna (2014-2016), followed by his role as the Regional Advisor on Terrorism Prevention at the Regional Office for the Middle East and North Africa (ROMENA) from 2016 to 2020, based in Cairo. In 2021, he worked at the UNODC Office for the GCC Region in Abu Dhabi.
 
Prior to his tenure at UNODC, from 2010 to 2014, he served as a legal officer at the Special Tribunal for Lebanon in the Netherlands, focusing on terrorism cases.
 
His career commenced with various judicial roles in the Lebanese judiciary from 2001 to 2010, during which he also served as a special assistant to the Director-General of the Ministry of Justice in Lebanon.
 
Mr. Younes holds a diploma in law from the Institute of Judicial Studies and the Lebanese University in Beirut, as well as a diploma in European and International Security from the University of Geneva. ​
